Conflict in Bomet County in Absence of Laboso

Is the Swahili saying Paka akiondoka Panya hutawala playing out in Bomet? Few weeks ago, Bomet County hit the headlines and trended on social media when it allegedly built substandard bridges using bricks instead of lasting materials and now back with a bang of power struggle in absence Governor Laboso who is undergoing medication in UK a hospital.

In Laboso’s absentia, residents expected government functions and activities to continue as normal and with no interruption as promised but sadly eleven (11) days in office, the Deputy Governor Dr. Hillary Barchok, County Secretary Evaline Rono, Chief of Staff Jane Sigilai and CEC Administration Public Service & ICT Julius Maina are allegedly involved in viscid power struggle.

Grapevine has it that the four execs are split into two sparring camps DG & Sigilai and Maina & Evaline on the other hand with the main cause is “Who is who?” in normal operations involving control of tenders, sharing of more allowances and monetary pacts.

Report says the two different camps have been issuing conflicting directives and memos that have left the county employees confused on which orders to follow.

Should the claims be true, then it is a life-long lesson to be borrowed by future governors that when choosing senior officers to join executive arm that possession of several university degrees by applicants is not outright assurance of effective service delivery.

Article 179(5) of the Constitution clearly explains that when the County Governor is absent, the Deputy County Governor should act as the county governor in charge of all County operations except nominating, appointing or dismissing anyone.

Pandora box was opened with the decision to have other senior officers at the county helm as revealed in the statement released by the County Director of Communication Ezra Kirui immediately after Laboso took leave detailing that Dr. Hillary Barchok would be assisted by the County Secretary and Chief of Staff who have both been mentioned in the squabble.

“During Laboso’s, Deputy Governor Hillary Barchok will hold brief for her will be assisted by the county secretary Evaline Rono and the chief of staff Jayne Sigilai,”  part of the statement read

However, Maina distanced himself with the claims saying he has perfect working relationship with his said colleagues and moreover, he was attending an official meeting in Mombasa during the said time of claims.

When contacted, the County Secretary could not confirm the claims to deny or accept the claims but instead replied with a picture of Daily Newspaper cutting that contained the story watermarked ‘FAKE’.

Mr. Kirui defended the team and blamed rivals peddling false information saying  “All senior government officials have clear distinct roles and no conflict of any kind, otherwise the claims are just fabrications meant to derail the normal function of the government,” Kirui said

Barchok holds a PhD in Curriculum Development from Moi University and before appointment was Faculty of Education and Resources Development Dean at Chuka University.

Ms. Evaline Rono (CS) who holds Master Degree in Development Administration from a UK university prides in extensive trainings she has gone through in Netherlands and Tanzania.

Maina, the holder of Barchelor’s of English and Communication from Mt. Kenya University until his appointment, was Msambweni Deputy County Commissioner.

To lead County into prosperity needs, disciplined, knowledgeable and results oriented persons who are not in office to fight for supremacy and get extra cash either through allowances or tender awards.
